Why we exist

To improve outcomes for participants by improving how provider businesses are run.

We support providers to balance growth, quality, sustainability, and people — not chase one at the expense of the others.

Better businesses lead to better participant outcomes.

Lived provider experience

Grounded in real provider experience, not theory.

Rachel Carey began in the NDIS sector as a disability support worker. She built Allara — one of Australia's leading providers of supported independent living — through real trade-offs between growth and quality, speed and sustainability, people and pressure.

Those decisions, and their consequences, shape how PBS thinks, listens, and supports other providers navigating the same complexity.

Good to be partnering with people who’ve seen it done. Who’ve actually done it themselves.
Rachel & Allara: Our Lived Experience

More than a consultancy

A purpose-led industry platform — not a commentator, not a lobbyist.

We act as stewards of industry insight — grounded in lived experience, structured listening, and responsible synthesis. Our role is to help leaders see the full system, understand trade-offs, and strengthen the business as a whole.

  • Lived experience

Built and scaled NDIS businesses through real trade-offs, not theory.

  • Industry listening

Structured, role-based forums that understand the system, not the loudest voice.

  • Practical application

Thinking and tools that translate into better decisions across the business.

The PBS Industry Platform

Honest perspective from across the sector

Quarterly synthesis. Practical thinking. Industry gatherings.

We listen across the sector — CEOs, operations leaders, the workforce — and share back what we hear. De-identified, considered, and free.

The PBS loop

  • 1ListenQuarterly, role-based forums.
  • 2SynthesiseAlignment, tension, implications.
  • 3SharePublished free on PBS Insights.
  • 4ApplyShapes advisory and leadership work.

Our capability areas

We work across the full system of an NDIS business — not just one function.

Every capability connects. Strengthening one without considering the others creates fragility. We help leaders see and strengthen the whole.

It’s bringing everything I’ve been trying to bring together for so long into one place.

How PBS works

A coordinated team — not a single consultant.

We’re not built around individual personalities. A coordinated team works together across multiple businesses, with a dedicated concierge holding your context.

01

One point of contact

A dedicated concierge who understands your context, so you don’t have to repeat yourself or manage multiple relationships.

02

Continuity of context

Your context is held across the team. Every conversation builds on the last.

03

Right expertise at the right time

The right specialists are brought in when they’re needed — not as a fixed delivery model.

Partnering with PBS has taken a lot of the pressure off — much more processed and thought-out, rather than crisis-driven.

Working With PBS

We work in ways that fit your reality — not a fixed delivery model.

  • In-person strategy days and workshops
  • Group-based programs and cohorts
  • One-to-one advisory
  • Work with leadership teams
  • Work with workforce teams
  • Online and hybrid delivery

If this way of thinking resonates, we’d welcome a conversation.

A straightforward conversation about where things are at, and what would actually make the biggest difference from here.
